In recognition of her outstanding service, unwavering dedication, and exemplary commitment to the safety and well-being of the students, staff, and community of Pasadena ISD, the Officer of the Year Award is proudly presented to Officer Liliana Garcia.

Born on January 23, 2002, to proud parents Lori and Jose Garcia, and raised alongside her siblings Crystal and Jose, Officer Garcia has exemplified determination and leadership from an early age. A lifelong performer and community ambassador, she began her journey in public service through music-playing drums and singing in a Conjunto band with her siblings at the age of ten, touring both Mexico and Texas and bringing joy to countless audiences.

A graduate of CTHS in 2020, she distinguished herself as both a skilled welder, earning her Structural Welding Certificate, and as a leader, serving as Drum Major for the Pasadena High School Marching Band. Her passion for public service deepened during her studies at San Jacinto College, where she earned an associate's degree in Criminal Justice in 2022.

Before joining law enforcement, Officer Garcia worked with Austin Industrials as a scaffold builder, demonstrating grit, resilience, and a strong work ethic. In 2023, she was accepted into the Houston Community College Police Academy, where she graduated in December and immediately began serving with the Pasadena ISD Police Department in January 2024.

Though early in her law enforcement career, Officer Garcia has already shown remarkable professionalism, compassion, and commitment to her role as a protector and role model for students. Her background in the arts, technical trades, and criminal justice has made her a uniquely versatile and empathetic officer who connects deeply with the community she serves.

Officer Garcia's journey is a testament to the power of perseverance, service, and heart. Her dedication reflects great credit upon herself, the PISD Police Department, and the law enforcement profession as a whole.

Joe has been married to his wife Ana Barrera for 31 years and is a dedicated family man, Devoted father, and grandfather. Joe and Ana have 3 beautiful children, Alex (31), Bodie (30), Marc (25) Son in Law Chris, and Grandson Luke who is a year and 9 months old. Joe's hobbies include hanging out with Grandson "Lukey Luke", spending time with his family while sitting on the back porch, and lastly, Joe enjoys cooking, which has led to winning awards at cook-offs for his Brisket, Ribs, Fajita, and Chicken. Joe is also responsible for creating his own personal "secret" dry rub for his cook-off entries.

For more than 10 years Joe has volunteered for evening shift. Joe has stated his children are grown and he would rather cover the shift than another officer, who has small children, not be available for their family. To go along with volunteering for the evening shift, Joe rarely misses work. When he does, Joe has taken it upon himself to make sure provide the on-call officers a "heads up" , sometimes weeks in advance so the officer can plan and prepare to cover extra patrol. This is a tremendous help to both the Patrol Sergeants as well as the on-call officer. Joe's investigative knowledge and abilities have been, and continue to be, priceless during the evening hours. Joe has helped deter an incalculable number of threats to our schools, all while most of our officers, staff, and students are at home. From obtaining confessions of crimes to verifying unfounded threats, there have been few times there has not been a resolution of some sort to these cases which come in after hours. When these cases are solved after hours, it allows for most of our officers to continue their normal day with no change in schedule, or assignment. Our officers appreciate Joe's thoroughness of his investigations which goes a long way to making their days better.

In view of this, the Pasadena ISD Police Department has awarded Officer Joe Barrera the distinction of being selected as the Pasadena ISD Police Department's 2023 - 2024 Officer of the year.

He was appointed to the position of Police Officer in 2001.

Officer Torres is a highly professional and knowledgeable police officer who strives to lead by example. He has a very positive attitude and displays mannerisms consistent with the environment in which he works. Israel is quick to volunteer for additional duties and can be relied upon to assist other officers without being asked. Israel has further displayed an attitude of unselfish dedication to the people of the Pasadena Independent School District, to include the employees, students, and faculty with whom he interacts on a daily basis. Other PISD Police Officers have noted his skill in making sound decisions and his keen ability to de-escalate potentially volatile situations.

In his years as a District employee, Israel has earned an excellent reputation based on his honesty and integrity. Several employees of the PISD, as well as other citizens have taken their time to document his outstanding performance when dealing with their call for police service. These letters were unsolicited, and came from citizens who thought enough of his actions to respond in a positive manner.

The unique ability of Israel to work in a highly specialized area of police services further demonstrates his skill as he continually adjusts to his surroundings. His desire to remain proficient, yet to carry his own workload is truly an asset to the PISD PD.

We are very proud of Officer Torres and his contribution to the professionalism of the Police Department of the Pasadena Independent School District.

It gives us unequivocal pleasure to recognize Officer Israel Torres as Officer Of The Year, 2004/2005.

Officer Matthew Warren Gray was born on November 04, 1973, to George and Bette Gray. He was graduated from Pasadena High School in May, 1991, and entered the United States Army where he served his country with distinction until he was Honorably Discharged in August, 1996. His police career began with the Veterans Administration Police Department in June, 1997. He resigned his commission with the Veterans Administration in September, 1997, to begin a proud career as a Police Officer with the Pasadena Independent School District, in Pasadena, Texas.

While serving with the Pasadena Independent School District Police Department, Officer Gray has been assigned to day, evening, and night shift patrol. He has shown the ability to work with little or no supervision, and is known as a dependable person who can be counted on to carry more than his own workload.

Officer Gray is currently assigned as the lone evening shift officer. His duties require him to randomly patrol the entire District and respond to crimes in progress or to respond to the need for other forms of assistance. He takes initial reports and conducts as much of the follow-up as possible during his shift. This relieves the personnel who work the day shift from the time-consuming task of the follow-up investigation. He normally extends his workday to assure that all the District facilities are locked and the alarms are properly activated before ending his shift. This saves another Officer from being awakened to respond to the same task.

Officer Gray is well respected by other area law enforcement agencies with whom we share jurisdictions. The Police Departments of Houston, South Houston, Pasadena, Harris County, and the Constables Office all share a mutual respect and a positive working relationship with him.

Officer Gray's wife is Natalie and his daughter, Amanda, who is eight years of age. His hobbies include playing in a Christian band and restoring a 1968 Ford Mustang. He is active in the Masonic Lodge and the Pasadena ISD Police Officers Association.

We are very proud of Officer Gray and his contribution to the professionalism of the Police Department of the Pasadena Independent School District.

It gives us unequivocal pleasure to recognize Officer Matthew Gray as Officer Of The Year, 2003/2004.

Officer Garza is a highly motivated and competent police officer whose outgoing personality and positive attitude make him a valuable asset to the Police Department and the District. David is sincerely concerned with the state of our community and goes to great lengths to ensure our campuses are safe for employees to work and students to learn. In addition to his normal police patrol duties, David is also a canine officer, who has been trained with and handles the District's explosive detection dog. David is a member of the Pasadena Police Crisis Negotiation Team and has completed Advanced Crisis Negotiation training. Officer Bagwell is a highly motivated and dedicated Police Officer who exhibits exceptional thoroughness and determination in all his assigned duties. His can-do attitude and willingness to do whatever it takes to get the job done, together with his professional competence, are outstanding examples to those who serve with him. Richard is the only Pasadena Independent School District Police Officer assigned the evening shift and is generally required to work independently or with other police agencies. His personal relations with the officers and staff of these agencies greatly facilitate his effectiveness when responding to calls to service when additional officers are needed. Richard's willingness to remain on duty until all of the schools have closed and the alarms activated prevent the on-call officer from being called out. Each night several alarm systems within the District will either not be activated or employees will have difficult activating them. In either event an officer must respond to the school.

Richard, remaining on duty until all schools are closed and the alarms activated, eliminates the need for an officer to be awakened and called to service in the middle of the night.

Officer Bagwell is a Field Training Officer for the Police Department and responsible for training all new officers on the many alarm systems within the District. His initiative in learning the alarm systems and eagerness to help fellow officers master the complex systems are invaluable to the Police Department. Richard is sincerely concerned with the safety of the students and employees of the District and takes great pride in ensuring our campuses are safe learning environments and free from vandalism.

Richard's ability to work with very little supervision permits the assignment of additional officers to day shift, when school is in session. Richard maintains a thorough knowledge of the laws and policies enforced by the Police Department and has contributed significantly to the overall mission of the Police Department. It is with great pleasure that we present this award.

Officer Scott is an energetic, highly motivated and competent police officer who excels in all his assigned duties. During the past year his efforts netted four (4) felony and eighty-two (82) misdemeanor arrests. Cory's attitude and ability to work with others is second to none. As an officer, he will "step-up" on his own when a fellow officer is behind on reports, taking the officer's calls and allow the officer to catch up on paperwork. The officers and staff of the Police Department recognize Cory's abilities and often seek his advise or assign him special projects. The maturity and judgement displayed by Cory during the performance of his duties has been exceptional. Cory's personal relations with police and non-police personnel from other agencies as well as District employees have facilitated the effectiveness of the Police Department. Cory is sincerely concerned with the safety of the students and employees of the District and takes great pride in ensuring that our schools are safe learning environments.

Cory is very dedicated and has excellent organizational abilities. He is a self-starter who continually seeks ways to improve the Police Department's service to the District.

It was Cory's proposal to use police bicycles to patrol Pasadena High School and the surrounding community. He felt that officer response time to serious incidents on large campuses could be improved if bicycles were used. The pilot program at Pasadena High was so successful it has become an important part of the daily patrols on three of the District's four campuses.

Cory maintains a thorough knowledge of the laws and policies enforced by the Police Department and has contributed significantly to the overall mission of the Police Department. It is with great pleasure that we present this award.

Officer Magana is an exceptionally professional and competent police officer who exhibits an uncanny ability to solve difficult cases. During the past year his efforts netted eleven (11) felony and seventy-eight (78) misdemeanor arrests. Arnold is sincerely concerned with the education of our students and takes great pains to ensure our schools are safe learning environments. The tact, maturity and judgement he displays when dealing with school officials and students is of the highest order. Arnold is a dedicated officer whose determination has many times prevented him from going home on time. He was on his way home after working the night shift in the summer of 1997 when he overheard another police agency broadcast a vehicle description. The vehicle described had been stolen and then used in an aggravated robbery. Within a few minutes, Arnold had located and stopped a similar vehicle. Subsequent to his investigation, it was determined that the occupants were involved in the earlier robbery and auto theft. As a result of his actions, all the responsible parties in the robbery were taken into custody. In addition, two stolen vehicles and two handguns were recovered.

Arnold's willingness to go the extra mile to get the job done has earned him the respect of the students, District employees and co-workers. In order to stop a theft ring at one of the District high schools, Arnold spent several of his off-duty hours installing surveillance cameras and used some of his own money as bait. His willingness to go beyond the normal limits and do whatever it takes, resulted in the arrest and successful prosecution of the suspects and the clearance of several outstanding theft cases.

Arnold maintains a thorough knowledge of the laws and policies enforced by the Police Department and has contributed significantly to the overall mission of the Police Department.

It is with great pleasure that we present this award.
