ASSIGNMENT

Principals shall be responsible for the assignment of teachers, clerical employees, custodians, and cafeteria managers in their buildings.

Supervising administrators shall be responsible for the assignment of personnel under their supervision.

EMPLOYEE REQUESTS

IN GENERAL

An employee may request transfer or reassignment to another position or location in the District during the school year by presenting a written request, approved by the principal or supervising administrator, to the campus to which the employee wishes to be considered. The receiving principal or supervising administrator must also approve in order for the transfer to occur.

TEACHER REQUESTS

Teachers requesting transfer to a teaching position on a different campus for the next school year must submit their written request to the receiving principal. The receiving principal must give notice of his/her approval to the sending principal and the personnel office no later than five working days prior to the off duty date for elementary and intermediate school principals. This deadline shall not apply when a transfer is requested to a non-teaching position, a peer facilitator position, or one which would result in a promotion or advancement (i.e., salary increase) for the requesting teacher. This deadline may also be waived by the Deputy Superintendent, in the case of compelling need, when both the sending and receiving principal request or initiate the transfer.

INVOLUNTARY TRANSFERS

The following procedures shall be utilized in the event a building principal is required to reduce professional staff due to budgetary reasons, program change or shifts in enrollment, by use of involuntary, intra-district transfers:

1. In the event there are no volunteers, the principal shall select the 
    employee(s) to be transferred in a nondiscriminatory manner, by 
    application of one or more of the following criteria (not listed in order of 
    importance, except that in no event may job performance be the primary 
    criteria):

    a. Program need
    b. Student enrollment
    c. Credentials
    d. Professional development
    e. Years of service with P.I.S.D.
    f.  Years of service with school
    g. Job performance
    h. Any other lawful criteria

2. Upon selection of the employee(s) to be transferred, the principal shall 
    report same in writing to the Deputy Superintendent, setting forth the 
    specific rationale for such selection. The principal may be required to 
    appear before a committee to discuss their selection and/or submit any 
    additional materials requested.

3. Approval of the Superintendent shall be required for any transfer in which 
    the employee selected has been involuntarily transferred within P.I.S.D. 
    the previous school year.
