Mail boxes in school campuses and other buildings
are an extension of the District mail service, are the property of
the District, and are under the supervision of the principal or
building administrator. All materials placed in the District mail
service or e-mail are subject to inspection by the appropriate supervisor at
any time. The supervisor may remove any unauthorized materials
without further notice.
The principal or building superior may permit
occasional personal use of the campus or building mail boxes or
e-mail by
employees subject to the following restrictions:
1. such use is merely incidental to the primary
use of the mail boxes for official business on behalf of the
District;
2. such use does not interfere with or disrupt the
primary use of the mail boxes for official business on behalf of the
District;
3. material distributed may include nonprofit
community services (such as youth recreation programs), PTA
materials, nonprofit health promotions (such as American Heart
Association), personal announcements (such as birth or wedding
announcements, birthday cards, party invitations, garage sales), and
employee organization information;
4. material distributed may not include
commercial, political, or religious, advertising or any material
that demeans, debases, ridicules or attacks any person or group on
the basis of the person's or group's race, sex, age, religion,
ethnicity or national origin; and
5. material distributed identifies the employee who distributed it.
Such limited personal use is for the convenience
of the District and its employees. The District mail service
(including e-mail) is not
open for use by any outside person, group, or entity without the
prior written permission of the Superintendent of Schools. If such
limited personal use by employees disrupts or interferes with the
primary use of the district's e-mail system or campus or building mail boxes for District official
business, the campus principal or building supervisor may further
restrict or prohibit such use at any time. Employees do not have a
property, liberty, or other legally recognized and protected
interest in use of campus or building mail boxes or e-mail for designated
personal purposes.
