A Fund 865 Student Club must have a club charter (bylaws) and
elected officers, one being a Treasurer. |

The expenditure of 865 funds must have been approved in a
club meeting and recorded in the minutes and Treasurer's report. |

The expenditure must be signed off by a student officer and
the club sponsor. |

The principal has the
authority to deny any expenditure that is inappropriate. |

The campus principal cannot spend the club funds for a
non-club approved expenditure. |
 |
The club funds are the property of the campus club and not
the campus principal. |
 |
The club sponsor must be a full-time faculty member at the
campus. |
 |
The club sponsor is responsible for managing their respective
club funds. This responsibility includes developing fund raiser plans,
monitoring the financial position of the club, reviewing the club financial
statements, and safekeeping the money until it is deposited by the school
bookkeeper. |

Club sponsors are responsible for verifying their balances
and resolving any discrepancies with the campus bookkeeper. |

Club monies are raised by
the club and spent for the benefits of the club, under the supervision of
the sponsor. |
 |
Deficit spending for club
accounts shall not be allowed. |

All funds left in any
club account at the end of the year shall carryover to the next fiscal year. |

Fund 865 does not contain
any expenditure accounts (6XXX), but only account 2191 Due to Student
Groups. All revenue is deposited in this account and all expenses are
charged to this account. |

If a club ceases to
function or exist, the unexpended funds shall be transferred to the
principal's 461 account. |

Fund 865 clubs are not
subject to PISD bid regulations; however, they may utilize any PISD bid in
making a purchase. |

Fund 865 clubs are exempt
from sales tax when making a purchase just like PISD. |
 |
Fund 865 clubs are
responsible for collecting sales tax when reselling any items just like PISD. |
 |
Each club does get two
tax free sale days. |
 |
Fund 865 club funds are
subject to PISD audit. |
