Meet the Officers

 

Lieutenant Matthew Gray joined the U.S. Army after completing High School and attended Airborne school and served as a weapons instructor for the Infantry Training Brigade.  Lt. Gray served with the Department of Veterans' Affairs Police Department before joining the Pasadena Independent School District Police Department in 1997.  He was selected as Officer Of The Year 2003/2004.  On January 22, 2008, the Pasadena ISD Police Department was awarded a grant in the amount of $250,000 from the U. S. Department of Justice to establish a multi-regional Internet Crimes Against Children (ICAC) Task Force to respond to online child exploitation in Texas.  Lt. Gray is the commander of this Task Force.  He was promoted to the position of Lieutenant on September 24, 2008.

 

Sergeant Mario Saldivar has served as a Texas Police Officer since 1974. He began his career with the University of Houston Police and also served with the Texas Medical Center Police Department before joining the Pasadena Independent School District Police in September, 1991. In 1995, he was assigned to the Safe and Drug Free Schools Program and is a member of the Texas Gang Investigators Association. Sergeant Saldivar developed and produced the S.A.V.E. OUR KIDS program to teach 5th graders in the South Houston Schools.  The program helps develop self-esteem and resistance to drugs and gangs.  He also presents drug and gang awareness classes to all grade levels, and talks to students about law enforcement careers, student safety concerns and dating violence.  He conducts seminars for faculty and parents and all courses are presented in  English and Spanish.   

 

Sergeant Stewart Russell was graduated from Sam Houston State University with a Bachelor's Degree in Finance, in May, 1991.  He then received his Basic Certification from the Police Academy of the University of Houston.  In November, 1992, he joined the Pasadena Independent School District Police and he was promoted to the rank of Sergeant in October, 1999.  His current duties include Training Coordinator, Firearms Instructor, and TCLEOSE Instructor.

 

Sergeant David Garza has served as a Texas Police Officer since 1993, and has proudly served his entire career with the Pasadena Independent School District Police Department.  Officer Garza is currently one of the two K-9 handlers for the Department.  He is a Hostage Negotiator for the District's Emergency Response Team, and is assigned to the Crisis Negotiating Team of the Pasadena Police Department.  Officer Garza began his career by receiving extensive gang awareness training, which allowed him to educate others on the dangers of gangs.  He was also an DARE Instructor for two years and is a member of the Bike Patrol Unit.  Officer Garza is the President of the PISD Police Officers Association and was selected as the Officer Of The Year, 2000/2001.  He was promoted to the rank of Sergeant on 05-12-2004, and is currently assigned to Patrol Supervision.  David serves on the Board of the Texas Municipal Police Officers Association.

 

Sergeant Richard Phillips was honorably discharged from the United States Marine Corps, in 1985, and began his career in law enforcement with the Baytown Police Department.  Officer Phillips served with the North Forest Independent School District Police Department before joining the Pasadena ISD Police Department in 1992.  Officer Phillips was the first K-9 handler for the PISD Police.  His first K-9 was "Ceba", a Belgian Malinois who was officially retired from police service in 1997.  Officer Phillps continued his K-9 duties with "Falco", another Belgian Malinois who was trained in narcotics detection and patrol procedures.  In 2001, "Falco" was officially retired from police duties due to medical reasons.  Officer Phillips is a former martial arts fighter and martial arts instructor with 30 years experience in a variety of disciplines.  Richard was promoted to the position of Sergeant on September 26, 2008.

 

Sergeant Michael Newton was honorably discharged from United States Army Reserve.  He was graduated fro San Jacinto College Police Academy and received a Certificate of Technology in Criminal Justice.  Mike began his law enforcement career with the Pasadena ISD Police Department in 2002.  He was recognized as the 2007 Officer Of The Year, and was promoted to the rank of Sergeant on September 29, 2008.

 

Officer Arnold Magana has served as a Texas Police Officer for the Pasadena Independent School District Police since September, 1993. Officer Magana was the Honor Graduate from his Police Academy Class at the University of Houston-Downtown and also received Academic and Physical Fitness Commendations.  Officer Magana was recognized as the "Officer Of The Year" in his rookie year and again in 1998.  He has completed the Basic SWAT training and is a member of the Texas Tactical Police Officers Association.  He is a Field Training Officer, and is a member of the Bike Patrol Unit and the Emergency Response Team.  Officer Magana was selected as Officer Of The Year, 1997/1998.  Officer Magana is currently assigned as a Detective.

 

Officer Richard Bagwell has served as a Texas Police Officer since 1992.  Upon receiving his Basic Peace Officer Certification from the University of Houston Law Enforcement Academy in December, 1991, he joined the Galveston County Sheriffs Department.  He became an Officer with the Pasadena Independent School District Police in March, 1994.  He has worked evening patrol and served as property custodian.  He is currently an accident investigator and a K-9 handler.  His partner is a German Shepherd named "Brutus" who is trained in drug and weapons detection.  Officer Bagwell was selected as Officer Of The Year, 1999/2000.

 

Officer Trae Morris has served as a Texas Peace Officer since 1994, and has been an Officer for the Pasadena ISD since 1998.  He is a Field Training Officer, a member of the Bike Patrol Unit, and a member of the Emergency Response Team.  Trae serves on the Board of The Texas Municipal Police Association.

 

Officer Israel Torres began working for the PISD in 1997 at Pasadena High School as a Campus Monitor.  He received his Basic Certification from the Criminal Justice Center of the University of Houston-Downtown in 2000, and was accepted into the Police Department of the PISD in February, 2001.

 

Officer Amber Murphy received her Basic Certification from the Harris County Sheriff's Academy and began her career in Law Enforcement as a Deputy Constable for Precinct 1, in 1991.  She has attended San Jacinto and Houston Community Colleges.  She is certified as a Field Training Officer and Advanced Peace Officer.   Officer Murphy was awarded the Public Service Citation from the Houston Police Department in 1994.  She was accepted into the Police Department of the PISD in October, 2001.

 

Officer Joe Baez received his Basic Peace Officer Certification from the University of Houston Downtown Criminal Justice Academy.  He has served as a Reserve Peace Officer for the Brookside Village Police Department, and worked for the District for the last ten years in the Warehouse and in Technical Services.  He is TECLEOSE certified, fluent in Spanish, and also certified in ASP Baton, CPR, and Standardized Field Sobriety Testing Practitioner. Joe joined the Pasadena ISD Police Department on May 14, 2002, and serves as a Patrol Officer.

 

Officer Jason Grice received his Basic Certification from the Alvin Community College on 04-30-2002.  He brings a background in private investigations and experience as a law clerk.  Jason became a member of the PISD PD on September 10, 2002.  We welcome Jason to the Department.

 

Officer Bill McMahan joined the PISD PD as a Dispatcher in January, 2002.  He received his Basic Certification in Law Enforcement from the University Of Houston.  He joined the PISD PD on July 16, 2003.  We are pleased that Bill has joined us.

 

Officer Cliff O'Quinn joined the PISD PD on 09-17-03.  He brings prior experience with this Department, Harris County Precinct #8, and the Marshall's Office of the City of Pasadena.  We welcome Cliff to our Department.

 

Officer Tuan Duy Pham joined the PISD PD on 06-14-04.  He received his Basic Certification from the Houston Community College, and brings experience from the business world.  Officer Pham is currently serving on the ICAC Task Force with Lt. Gray.

 

Officer Michael Lenting joined the PISD PD on 06-16-04.  He received his Basic Certification from Alvin Community College, and brings experience from the commercial world.

 

Officer Christel Ford joined the PISD PD on 06-17-04.  She received her Basic Certification from Alvin Community College, and brings experience from the Educational environment.

 

Officer Steve DeVillier joined the PISD PD on 12-14-04, after 28 years with the Pasadena Police Department.  He brings a diverse background of knowledge and experience which will be beneficial to the Department.

 

Officer George Smith joined the PISD PD on 01-03-05.  He brings 26 years of police experience from Municipal and County Departments.  His comes from Precinct #4 Constables Office, where he was assigned as a Campus Officer in the Cy-Fair School District for the past 10 years. 

 

Officer A. George Jacot joined the PISD PD on 02-13-06.  George has earned the Master Police Officer Certification and has 17 years police experience.  He last served Harris County Precinct #4 and was assigned to Cy-Fair High School for the past 10 years.

 

Officer Jeffrey Sexton joined the PISD PD on 03-28-06, and is certified as an Advanced Police Officer. Jeff brings 11years police experience.  He last served as a Corporal with the Jacinto City Police Department.

 

Officer Mark Mills joined the PISD PD on 06-16-06.  He brings 6 years of police experience from the South Houston Police Department.

 

Officer Jason Halik joined the PISD PD on 06-19-06.  He formerly served the City of Shore Acres Police Department for six years.

 

Officer Michael Y'Barbo joined the PISD PD on 1-31-08.  He served the City of Deer Park for seven years, and also taught at Pasadena High School for a year.

 

Officer Lonnie Smith, II, joined the PISD PD on 02-11-08.  He formerly served as a Dispatcher and Officer for Precinct 1, Harris County, Texas.

 

Officer Larry Bogany joined the PISD PD on 02-27-08.  He previously worked in the corporate environment.

 

Officer Dusty Blackburn joined the PISD PD on August 11, 2008.  He brings two years experience from a Constables Department in Galveston County.

 

Officer Keri Smith has been accepted as a Peace Officer for our Department.  She joined the Department on January 07, 2009.

 

Officer Keith McCarthy has been accepted as a Peace Officer for our Department. He joined the Department on January 08, 2009.
